البيان الختامي لمؤتمر الاتحاد العربي للمكتبات والمعلومات

برعاية ملكية كريمة من لدن خادم الحرمين الشريفين الملك عبدالله بن عبد العزيز –حفظه الله- ملك المملكة العربية السعودية، عقـد الاتـحاد العـربي للمكتبـات والمعلومـات (اعلم) - وبالتعاون مع وزارة الثقافة والإعلام السعودية- المؤتمر الثامن عشر للاتحاد في مدينة جدة خلال الفترة 7-10 ذو القعدة 1428 هـ الموافق 17-20 نوفمبر 2007 م، تحت عنوان "مهنة المكتبات والمعلومات وتحديات الواقع والمستقبل ودورها في الوصول الحر للمعلومات العلمية والتقنية". وقد شارك في المؤتمر أكثر من 400 مشاركا من مكتبيين ومعلوماتيين، مهنيين وأكاديميين، من البلدان العربية الآتية: الأردن، الأمارات، البحرين، وتونس ، والجزائر، والسودان، وسورية، عمان، وفلسطين، قطر، الكويت، ولبنان، ومصر، والمغرب، واليمن والسعودية. بالإضافة إلى مشاركين بأوراق من بريطانيا وفرنسا وأمريكا، وبالمعرض من ألمانيا وهولندا وأمريكا وبريطانيا وإيطاليا. وقد التأمت عشر جلسات علمية خلال فعاليات المؤتمر وثلاث ندوات متخصصة، قدمت خلالها احدى واربعين دراسة علمية وأربع عشرة مشاركة في الندوات، بخلاف العروض والمداخلات، وتمت مناقشة كافة المحاور بشفافية وأسلوب علمي تناول الأبعاد الأكاديمية والمهنية لما فيه مصلحة المهنة وكيفية مقابلة التحديات المستقبلية وبخاصة ما يتعلق بتحديات المهنة وأيضا مسائل الوصول الحر للمعلومات العلمية والتقنية. كما أقيم على هامش المؤتمر معرض متخصص شاركت فيه العديد من الجهات الحكومية والأهلية حيث شارك فيه عد من الشركات المتخصصة بالإضافة إلى مشاركة متميزة لمكتبتي الملك فهد الوطنية ومكتبة الملك عبدالعزيز العامة.

عشرينية الاتحاد

وقد أقيمت جلسة احتفالية بمناسبة بلوغ الاتحاد عشرين عاما، تضمنت كلمة لرئيس الاتحاد سعد الزهري تذكّر فيها مؤسسي الاتحاد وما قدموه من أعمال جليلة لتأسيس الاتحاد ورعايته إلى أن وصل للجيل الحالي الذي يرعى مسيرته. كما تلا رئيس الاتحاد قصيدة شاعر الاتحاد الأول محمد بن حسن الزير التي ألقاها في يوم تأسيس الاتحاد في 19 يناير 1986. ثم استمع الحاضرون إلى أربع كلمات احتفالية بهذه المناسبة من التميمي وشعبان والصوفي وربحي عليان. يذكر أن كتابا بعنوان "الاتحاد العربي للمكتبات والمعلومات في عشرين سنة" من تأليف نائب رئيس الاتحاد ناجية قموح كان قد وزع على المشاركين بالمؤتمر ولقي استحسان الجميع. وكان الأمير مشعل بن ماجد، محافظ جدة، قد كرّم الحاضرين من مؤسسي الاتحاد بدروع تذكارية بهذه المناسبة وذلك في حفل افتتاح المؤتمر، وهم عبدالجليل التميمي (مع حفظ الألقاب) وشعبان خليفة وعبداللطيف صوفي وناصر السويدان ومحمد فتحي عبدالهادي ومحمد أحمد السنباني. بالإضافة إلى ذلك، فقد كرم الأمير مشعل بن ماجد يوم الافتتاح محمد فتحي عبدالهادي وقدم له جائزة الاتحاد لرواد المكتبات والمعلومات والتي ترعاها شركة النظم العربية المتطورة، حيث لقي ذلك التكريم صدى كبيرا ورضا من جموع الحاضرين.

التوصيات العلمية
بعد إلقاء الأبحاث وطرح محاور الندوات ومناقشتها ومتابعة العروض المتخصصة، توصل المؤتمرون إلى التوصيات التالية

يثني المؤتمر على مبادرة خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز لدعم المحتوى العربي الرقمي ويناشد مؤسسات النشر والمؤسسات الأكاديمية والبحثية والأهلية بغرض تطوير ودعم المحتوى العربي الرقمي المتوفر على الإنترنت وتشجيع وتطوير المشاريع الرامية لتحقيق هذا الهدف ومنها تطوير المصادر والأدوات الإلكترونية بشكل فاعل

العمل على صياغة "مبادرة لدعم الوصول الحر للمعلومات" تتركز على اختصاص الاتحاد ومحاولة ربطها وتعضيدها لنداء الرياض، واستشراف آراء اتحاد الناشرين العرب، واتحاد الكتاب العرب، بما يضمن لها تكاملا يحقق لها أكبر قدر من النجاح

ضرورة قيام اللجان والمجالس العلمية في المؤسسات الأكاديمية والبحثية العربية بدور واضح وقيادي لطرح معايير وآليات اعتماد وتقييم للمواد المنشورة إلكترونياً والمساهمة في ضبط وتحكيم وفرز الإنتاج المنشور إلكترونياً

حث الجهات الأكاديمية والبحثية الحكومية والأهلية إضافة للأفراد المساهمين في مجالات عمليات نشر الفكر والإبداع على إتاحة ما ينشرونه للجميع دون عوائق، تأكيداً لمفهوم الوصول الحر للمعلومات

دعوة الناشرين العرب للمشاركة الفاعلة في مؤتمرات الاتحاد والمساهمة في تطوير العلاقة مع مؤسسات المعلومات العربية ومناقشة القضايا المتعلقة بالنشر بشقيه التقليدي والإلكتروني

تشجيع الباحثين والمبدعين العرب على المشاركة والمساهمة الفاعلة في تحرير ونشر المواد العلمية والإبداعية والمشاركات على الإنترنت والتفاعل مع تطورات الجيل الجديد

إنشاء مستودعات عربية مفتوحة للمحتوى الرقمي وتشجيع المبدعين العرب على إيداع إبداعاتهم فضلاً عن إصدار المزيد من الدوريات والمصادر العربية الرقمية المتاحة مجاناً عبر الإنترنت

تشكيل فريق عمل من المتخصصين للمساهمة في تطوير آليات وقوانين حقوق التأليف والإبداع والنشر

قيام المكتبات العربية بحسبان الدوريات ومصادر المعلومات المتاحة وفقاً لنظام النفاذ الحر، جزءً من مجموعاتها المكتبية

ضرورة تعاون الجمعيات المهنية والأقسام العلمية الأكاديمية لاعتماد برامج تطوير وتدريب مستمر للعاملين والعاملات في التخصص

قيام الاتحاد باستحداث فروع تعكس الاهتمامات النوعية لأعضاء الاتحاد، بدءاً باستحداث فرع التعليم والتدريب لتفعيل التعاون بين أعضائه ومناقشة قضاياه

أن تعمل المؤسسات الأكاديمية العربية على اعتماد مقررات خاصة بتنمية الوعي المعلوماتي والمهارات المعلوماتية في المستويات الجامعية الأولى وأن يكون لاختصاصي المعلومات دور في تقديم هذه المقررات

دعوة المكتبات العربية للمشاركة في مشروع الفهرس العربي الموحد والاستفادة من خدماته

تبني الاتحاد العربي للمكتبات والمعلومات (اعلم) إنشاء قاعدة بيانات بالكفاءات العربية المتخصصة وإتاحتها للجميع دعماً للتواصل والاستفادة من الخبرات العربية في هذا المجال، إضافة لإتاحة الإصدارات العلمية للاتحاد تأكيداً لمبدأ الوصول الحر للمعلومات

المؤتمر التاسع عشر
تقدمت ست دول عربية لاستضافة مؤتمر الاتحاد القادم وهي مصر والأردن والسودان وعمان وقطر والمغرب. وبعد دراسة الملفات من قبل لجنة شكلت لهذا الغرض تم اختيار ثلاث دول منها وهي قطر وعمان والمغرب (على اعتبار عدم استضافتها للمؤتمر من قبل، بينما استبعد ملف السودان لأن الطلب الرسمي الذي تقدمت به نص على العام 2009 وليس للعام القادم 2008). وقد طُلب من الدول الثلاث قطر وعمان والمغرب استكمال ملفاتها وتأكيد التزاماتها - في مراسلة لرئيس الاتحاد - وبخاصة فيما يتعلق بالدعم المادي واللوجستي وذلك خلال شهر من تأريخه. وسيعلن الاتحاد اسم الدولة الفائزة بتنظيم المؤتمر على موقع الاتحاد قبل نهاية هذا العام

أما الموضوع المقترح للمؤتمر القادم فهو

التعاون بين مؤسسات المعلومات العربية في عصر الرقمنة

خاتمة
وفي الختام يرفع المؤتمرون برقية شكر وتقدير لمقام خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز -حفظه الله- لرعايته الكريمة للمؤتمر ودعمه لفعالياته. كما يتقدم المشاركون في المؤتمر بالشكر والتقدير لصاحب السمو الملكي الأمير خال الفيصل بن عبدالعزيز أمير منطقة مكة المكرمة و صاحب السمو الملكي الأمير مشعل بن ماجد بن عبدالعزيز محافظ جدة للاهتمام والرعاية التي لقيها المؤتمر والمشاركون في فعالياته من مختلف المسؤولين في مدينة جدة.

مؤتمر نحو تحقيق الجودة في المكتبات وخدمات المعلومات: بناء ثقافة للتطوير المستمر في مكتبات الخليج العربي

تعقد جمعية المكتبات المتخصصة/ فرع الخليج العربي

SLA/AGC مؤتمرها الرابع عشر في مدينة الدوحة بدولة قطر، خلال إبريل من العام القادم 2008 تحت رعاية جامعة قطر، ويعد المؤتمر أكبر تجمع إقليمي للأكاديميين والباحثين و الممارسين في تخصص المكتبات و المعلومات على مستوى الخليج. وسوف يكون الموضوع الرئيسي للمؤتمر " تحقيق الجودة في المكتبات وخدمات المعلومات: بناء ثقافة للتطوير المستمر في مكتبات الخليج العربي". وهو من الموضوعات الحيوية التي تجتذب كثير من الاهتمام في الوقت الراهن. كما سيعقد على هامش المؤتمر ورشتي عمل تستغرق كل منهما ثلاثة أيام، حيث تعنى الورشة الأولى بالجوانب الإجرائية والقانونية في التعاقد للاشتراك في مصادر وقواعد البيانات الإلكترونية. أما الورشة الثانية فتتناول موضوع صيانة وإتاحة التراث.

ويسعد اللجنة المنظمة أن تفتتح باب المشاركة للراغبين والمهتمين في أعمال المؤتمر سواء بالحضور أو المشاركة بتقديم أوراق عملهم.

Few days ago I have recieved a message from Mr. Dennie Heye, the International Relations Chair of the SLA PERD. Mr. Dennie showed his willingness to assist in promoting his division amongst peers in our region, and so he provided us with the following information which I'm sure would be of interest to energy librarians in our region.

The Petroleum and Energy Resources (PER) Division of the Special Libraries Association (SLA) focuses on all energy resources and industries, including petroleum, natural gas, electric, coal and other forms of depletable and renewable energy. The Division is concerned with all aspects of the utilization and conservation of these energy resources including exploration, production, generation, transportation, distribution, refining, products, marketing, economics, environmental effects, regulation, and research and technology.

Queen Silvia in Al-Babtain Library

Al-Babtain Central Library for Arabic Poetry has Received Her Majesty Queen Silvia of Sweden and the accompanying delegation during her late visit to Kuwait. The Queen was welcomed by the Library Chairman, poet Abdulaziz Saud Al-Babtain, the Library Director and staff. Guests took an informative tour in the library through which they investigated the collections of rare books and periodicals, besides the electronic facilities and resources in all sections of the library. Her Majesty the Queen praised the library resources of rare books and manuscripts and the level of technology employed in the different library facilities and services.

Abstract

The study was conducted to find out how librarians perceive their readiness for the workplace after graduation and successfully passing the licensure examination for librarians. The results indicate that there are schools that consistently produce graduates who pass the licensure examination. The successful examinees perceive that the curriculum adequately prepared them for the examination and the workplace. However, they also perceive a gap between theory and practice. To narrow this gap they rec-ommend that libraries must conduct an orientation program for newly hired librarians, provide for grants to enable librarians to attend seminars, workshops, and visit other libraries. They also recommend changes in the curriculum to enable students to acquire competence in using information and communi-cations technologies, dealing with people, marketing and promotion, and business skills. All of the re-spondents found librarianship satisfying. They do not see themselves as leaving the profession in the near future.

Global Information Society 2007 Report

Global Information Society 2007 Global Information Society Watch:
"The Global Information Society Watch 2007 report - the first in a series of annual reports- looks at state of the field of information and communication technology (ICT) policy at local and global levels and particularly how policy impacts on the lives of people living in developing countries.
Studies of the ICT policy situation in twenty-two countries from four regions are featured: Africa (Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Nigeria, South Africa and Uganda); Asia (Bangladesh, India, Pakistan and the Philippines); Latin America (Argentina, Brazil, Colombia, Ecuador, Mexico and Peru); and Eastern Europe (Bosnia and Herzegovina, Bulgaria, Croatia and Romania), with one report from a Western European country (Spain).
The report concludes that when it comes to ICTs for development, there are some conspicuous similarities between the countries. Excluding Spain, the other twenty-one countries each show obvious evidence of the “digital divide” which impacts on the majority of people negatively. According to Brazilian authors RITS, the absence of a people-orientated policy framework in Brazil runs the risk of condemning the vast majority of people to “eternal disconnection.” The report also includes provocative, analytical essays on five international institutions (including ICANN and the World Intellectual Property Organisation) questioning the extent to which they allow all stake-holders to participate in their processes. There is a special section on how to measure progress. "

The Global Information Society Watch 2007report will be launched on 22 May 2007, at the United Nations' Palais des Nations in Geneva, Switzerland, during the cluster of WSIS-related events.

One of my information marketing students has graduated and is now doing some promotional activities at her middle school. I've been asked to give a presentation on any topic, so I'm preparing a PowerPoint entitled "The Life of a Librarian," in which I hope to have plenty of pictures of local professionals performing interesting aspects of their jobs, or of interesting features of their libraries or collections, or even of library users.

I would be grateful for any pictures that can add an interesting dimension to this presentation, along with the name and position of the information professional pictured, perhaps with a description of your work that can be used as a quote. Kuwait University has announced on Saturday, March 10, 2007 about PhD Scolarships. Note that the required GPA for LIS Ph.D. Scholarships is now 2.67 (for the bachelor degree) instead of 3 points.

Job Opening at the Universal American School

The Universal American School in Kuwait will have a job opening commening August 2007 as Library Aide.

Nature of the Position
Library aides provide specialized clerical support under the direction and supervision of the Head Librarian to contribute to the smooth operation of the Library/Media Center.
Qualifications
The Library Aide must hold a high school diploma and be fluent in English.
Duties
The Library Aide helps to provide support to the school community, performing his/her duties in accordance with the adopted policies and regulations of the School.

1. Assists with library classes as assigned


2. Checks books in and out


3. Keeps statistics on circulation of books, periodicals, and audiovisual software


4. Reserves books


5. Issues overdue notices


6. Checks in and circulates periodicals


7. Mends books as needed


8. Types bibliographies


9. Checks order list with shelf list to prevent duplication


10. Types catalogue cards


11. Types orders to vendors


12. Stamps new books


13. Bar codes new books


14. Types pockets and cards as needed


15. Maintains the vertical file


16. Keeps the libraries neat


17. Assists students with inquiries


18. Enforces library rules and regulations


19. Supervises the microfiche reader


20. Files all microfiche reader


21. Enters new materials into the computer


22. Maintains bulletin boards and other pertinent displays


23. Re-shelves books and other materials


24. Assists with inventory


25. Does photocopying and maintains the photocopier


26. Assists students with CD Rom and computer operations


27. Supervises student volunteers


28. Checks all newly acquired materials to make sure they conform to censorship guidelines


29. Serves on the Censorship Committee, assisting with the review of books and materials as required by the Kuwait Ministry of Education


30. Participates in all school activities


31. Performs other library duties as assigned by the Head Librarian

LIS Symposium at KU

In the occasion of th 10th anniversary of the MLIS program at Kuwait University, the department of Library and Information Science is organizing a symposium on Information Education in the GCC Countries. The event will take place on Wednesday, March 14, 2007 at Kuwait University, Shuwaikh Campus from 9:30 AM to 5:30 PM. The day-long deliberations are expected to engage academics and professionals in seeking much needed explanations.

Part-Time Employment

The American University of Kuwait will likely have an opening for a part-time librarian to work two evenings and Thursday each week. The normal working hours for part-time staff are 4 – 8 p.m. The Thursday open hours run from 10 a.m. – 4 p.m. During Final Exam periods, hours are extended until 10 p.m. in the evenings.

Starting with Curiosita, where you will learn how to be curiose about every thing around you and how to develop continuous learning habits. this last step won't be done unless you practice Demostrazione & sensazione where you will use all of your senses to experience the whole universe and to reduce the amount of uncertainty.

Inauguration of LIAK's New Headquarters

"The Library and Information Association of Kuwait (LIAK) is inaugurating its new headquarters on Tuesday, January 9, 2007, at 6:00 pm. LIAK members, as well as library and information professionals and students interested in joining LIAK, are invited to attend the inauguration, which will take place at al-Madrassa al-Qibliya (the renovated Qibliya school), on Ali Al-Salem Street in Kuwait City.

Established in August, 2005, LIAK has an annual membership fee of 10 KD. LIAK president, Ferial al-Feraih will address the audience, after which light refreshments will be served.
