library staff duties

so many discussion were made about the library staff duties. There is a point that there are less dicussion about the lib staff duties and it is how to deal with users: that are ill tempered, or seem to be distrubed or sick, someone might collapse and other emergencies. my question is what are the procedures the lib staff should follow in handling such cases?
